COPY & PASTE the following: This is a request to add the following discussion to the meeting agenda: Due to the changes in farm policy as outlined in Sec. 7606 of the Agricultural Act of 2014, the National Organic Standards Board (NOSB) ought to begin to discuss standards for domestic hemp production. Kentucky, Vermont and Colorado grew hemp research test plots this year and the Industrial Hemp Farming Act (H.B. 525, S. 359) was proposed in both legislative houses and has broad bipartisan support as a means of job creation. There is room for debate as conflicting policy is stopping the National Organic Program (NOP) from taking an official position, while other major agricultural organizations including the American Farm Bureau Federation, National Farmers Union (representing more than 250,000 farming families nationwide) and the National Association of State Departments of Agriculture have officially endorsed hemp farming. The NOP is concerned with the fact that the Controlled Substances Act does not distinguish marihuana, a Schedule 1 Narcotic, from non-drug hemp, and is enforced by the Drug Enforcement Agency (DEA). However, the DEA has the authority to issue permits in order to participate under the current laws, which it did in order to allow for research this year in programs where state laws already permitted hemp cultivation.
