We sponsored 16 bills, moved 23 motions – APC Reps The caucus of the All Progressives Congress, at the House of Representatives, said on Monday that its members sponsored 16 bills and moved 23 motions in the fourth quarter of 2013. The caucus said it kept track of the bills and motions to fulfill its promise to be accountable to the Nigerian electorate. The Minority Leader of the House and APC leader, Mr. Femi Gbajabiamila, described some the the bills as catering for the well-being of the citizenry. A statement by his Research Assistant, Mr. Wasiu Olanrewaju-Smart, cited the bill seeking to place national security agencies and the police on the First line Charge of the Consolidated Revenue Fund as one of such bills. The aim of the bill is to get direct funding for security agencies from CRF as against the present tradition where they wait for release by the Office of the Accountant-Gene ral of the Federation before they can carry out simple tasks. It is hoped that the bill will address the problem of “poor funding” of security agencies that is believed to hamper their operations in times of urgency. Another bill seeks to restrict the time frame for converting casual or temporary employment to permanent employment to two years. The statement added, “Others seek to make mandatory for immediate issuance and release of certificates to graduating students in all tertiary institutions in the country; and to ensure non-parallel requirement for candidates aspiring to join House of Representatives and Minister in certain ministries requiring technical expertise, contrary to provisions of Section 147(5) of the 1999 Constitution.” The caucus also said that the motion which led to the investigation of the two bulletproof BMW cars bought for the former Minister of Aviation, Ms. Stella Oduah, was to the credit of its members. “Among the 23 motions are the legislative instrument mandating the House to investigate the alleged lopsidedness in admission and recruitment into the Nigeria Defence Academy, Kaduna; investigate the Nigeria Civil Aviation Authority over the alleged purchase of bulletproof cars for the former aviation minister; passage of the 2014 - 2016 Medium Term Expenditure Framework and Fiscal Strategy,” it stated.
