We want all law enforcement departments to implement an accredited training course for all officers to know how to approach animals in the field. We want the use of lethal force to be restricted and other sources of deterrants [sic] used such as pepper spray, dart sedatives, batons, tasers and only when absolutely necessary. Officers need to allow ample time for a dog owner to constrain their dog and prevent police from entering private property.
