Location of Center: (as of 4:00 a.m.) 375 km East of Daet, Camarines Norte Coordinates: 14.3°N, 126.7°E Strength: Maximum winds of 140 kph near the center and gustiness of 170 kph Movement: West Northwest at 19 kph Forecast Positions/Outlook: Monday morning:80 km Southeast of Casiguran, Aurora Tuesday morning: 150 km West of Laoag City Wednesday morning: 530 km Northwest of Laoag Cityor outside the PAR. Residents in low lying and mountainous areas under signal #3,#2 & #1 are alerted against possible flashfloods and landslides. Likewise, those living in coastal areas under signal #3 and #2 are alerted against storm surges. Typhoon "Labuyo" will enhance the Southwest Monsoon which will bring moderate to occasionally heavy rains over the rest of Southern Luzon, Visayas and Mindanao. Sea travel is risky over the seaboards of Southern Luzon, Visayas and Mindanao. The public and the disaster coordinating councils concerned are advised to take appropriate actions and watch for the next bulletin to be issued at 11 AM today.
