On your telephone bill you will see a line item surcharge for Universal Service Fund. The telephone company wants you to think it is a federal tax. In truth, it is a scheme to use a separate surcharge as a means to directly pass the company’s USF Lifeline obligation to the customer outside of the normal rates.
