Well……..we have created a monster. I guess you have created a monster…..I am your fault. The more I read and learn, continue to read and learn, longer our nation suffers under our government, the more I am convinced that the solution to our government is arrived at through the removal of our government. And I know that the dicks in the black suits and MPAPS sill show up at my door tomorrow, but I should be good using the IRS defense; the dog ate my computer. I also say that with the firm, relatively newly established position that both, the republicans and the democrats, are out for themselves and only themselves, and they could not care less about any other thing in this nation except for them. They do not represent the people, but rather them and their power in the future. And there are differences. The liberal / progressive / democrats are repugnant in everything that they do and would lie if the truth would keep them out of trouble. They are a people devoid of foundation. The conservatives are more morally and ethically grounded, but the results of their actions are the same, so it is a wash. We have thrown away history’s great hope, and there is no place to hide. But the second US Civil War needs to be not between north and south, but the people and the government. And the first steps need to be immediate relief of the people from the federal government. I think that these first steps are a good start. 1. Congress. a. All bills presented to the Speaker or the Senate majority leader will consist of no more than ten pages and contain no enabling legislation. Congress has 10 days to bring the bill for a discussion. If on the 11th day a bill has not been brought for debate before the full chamber, that chamber’s second shall assume leadership and bring the bill for debate. All bills will be voted on within 45 days of submission to the chamber leadership, fifteen of those days to reside on the government website. b. Repeal the 17th Amendment effective with the next election of each seat in the House and Senate. c. Repeal the 16th Amendment within 335 days of submission to both chambers, to be replaced by a LAW within 30 days following. Abolish the IRS, replace with non-law enforcement administrators to oversee the flow of taxes. d. Congress will not tie state compliance of any law to federal dollars flowing from that law. e. Congress will remain in session in DC ¾ of every month, and members will be in their districts ¼ of every month. Congress will have one month off during the summer, two weeks during Christmas, and all federal holidays plus one day. These holidays will be considered out of session. f. Congressional pay adjustments will be signed by the President only after a by name vote in both chambers. g. Congress shall establish no administrative organ for the purpose of executing legislation passed by congress. h. Congress will use the franking privilege only for mailings to constituents BY NAME. i. There will be no congressional pension, nor funds for personal security. j. Each member of congress is authorized two staff member at tax payer expense. 2. The Executive Branch. a. Executive action is to be used only in times of declared national emergency and only if congress is out of session. No more than 2% of all “law” will stem from executive action and each will contain an expiration date at with time that executive action may be reaffirmed for additional time, eliminated or presented to congress for consideration as law. No EA will be extended more than once. b. Presidential holidays are to be the same as those enjoyed by congress in days, though not necessarily coinciding. The President and Congress may not be on vacation for the same 30 day period in the summer. c. No lobbyist will be entertained by the President or his administration in the White House or other federal facility. Neither the President nor Vice President shall have any contact with lobbyists. d. The President shall submit all requests for armed intervention in foreign nations to congress. e. The President shall not execute any administrative ruling by congressionally established organizations established to do the job of congress. These include the EPA, FCC, BLS, DOJ, Department of Energy, Department of Education, Department of Health and Human Services, etc. etc. f. The President shall address both houses of congress AND the people of the United States of any laws or pending laws and court cases on the first Tuesday of each MONTH. The traditional state of the union address cannot be supplanted by one of these monthly addresses. g. All former Presidents shall receive protection details and a pension for 10 years following their normal term (s) of office. 3. Both congress, the courts and the President shall observe the following. a. “Judicial Review” is to be exercised by each branch upon the actions OF that branch. Judicial review by the Supreme Court of the United States shall be limited to laws enacted by the federal government that directly impact the federal government OR THE STATES. b. All decisions by the SCOTUS shall reflect the US Constitution and Bill of Rights as written. Writings of the founders are to be used as further reference materials. c. No government tax money shall be used to force a state into compliance with federal desires. d. The federal government shall exercise no authority over what a citizen of the nation or the various states shall consume voluntarily. e. Federal government agencies will make no law or establish any guideline dictating what a state MUST do. f. Any state using state assets to protect that states border where it meets the border of a foreign nation shall be fully compensated by the federal government. g. Any law passed by congress, signed by the President and not enforced within 30 days of signature shall result in the President addressing the nation with an explanation of the law and what it entails and why the President declines to enforce that law IAW the Constitution. This is just a start.......it is basically the government doing the job of the government....and it will take people IN office to make this happen......but I think it can.
