West 41st Street Open to Traffic Today: Contractor Receives Full Incentive for Finishing Project Early Sioux Falls, South Dakota: West 41st Street will open to traffic from Sertoma Avenue through Ellis Road today. The construction project has been substantially completed nearly a month early. Construction began on March 5, 2014, and the contract completion date was November 21. The project upgraded a two-lane rural section of roadway to a new four-lane urban section of roadway with a raised median and turning lanes. New traffic signals are located at Grinnell Avenue and Ellis Road. Additional improvements included new streetlights and underground utilities, including water main, sanitary sewer, and storm sewer. “Constructing 41st Street as a fully closed project allowed for work to be essentially complete within one construction season,” says Mark Cotter, Director of Public Works. “Thank you to all of the affected businesses along 41st Street, as well as residents and motorists. Your patience and understanding helped greatly during this project.” The project bid package allowed for incentive pay for early completion of the Sertoma Avenue intersection. Incentive pay also was allowed for opening the road to traffic prior to November 21. The contractor has earned the maximum incentive pay allowed by the contract totaling $398,000. Miscellaneous work will continue along the project as minor cleanup items and project restoration items remain. Lane closures and traffic control may be in place as this work is performed. However, the roadway is open to traffic in all directions. The project team consisted of D & G Concrete Construction, Inc., Stockwell Engineers, and City of Sioux Falls Public Works.
