Requirements: Minimum requirement: An appropriate B-degree/ Diploma in Business/ Legal (or equivalent qualification) – NQF 6; • A minimum of 3 years appropriate experience in a Contract Administration or Project Management environment; Job Specification: Key performance areas: Evaluate contract performance against contract measures to calculate service providers payments and determine performance bonuses/ penalties; • Ensure full adherence to contract provisions by service providers; • Verification of claims through Subsidy management System, subsidy payments and subsidy payments and subsidy data analysis; • Process service provider payments; • Compilation of weekly operational reports; • Using compliance (monitoring), ITS, fare payments system, other partner (police) information and on the ground verification (spot checks); • Highlight need for intervention / evaluation for chronic non-compliance; • Award bonuses or implement penalties as required by the operator, service contract and service level agreements. Competencies (knowledge/skills): Knowledge of the following: o All legislation, regulations and policies impacting on public transport activities and o National and Provincial Treasury Regulations and Directives; • Proven computer literacy; • Diverse levels of communication (written and verbal) skills in at least two of the official languages of the Western Cape; • Policy analysis and development skills; • Good Human Resource Management and negotiation skills.
