Immediately pressure the EU to cancel all financing of the South Stream pipeline and stop the construction. 2. Announce specific financial plans for the Nabucco/Nabucco-West Pipeline. 3. Encourage the development of new phases (and provide financial guarantees to) Shah Deniz field in Azerbaijan (est. 1,200 billion cubic meters of gas). 4. Encourage the expedited development (and financial guarantees) of the Tamar and Leviathan gas fields in Israel (est. 900 billion cubic meters of gas) that could feed into Nabucco. 5. Mediate an agreement between Cyprus and Turkey allowing the development of natural gas fields in Cyprus that eventually could also connect to Nabucco. 6. Encourage the development of shale gas in all of Europe (beyond Poland and the UK), organizing technology transfer and appropriate financing. 7. Approve all 24 or so applications for the LNG export terminals (and, just in case, to show that youre serious about energy, approve the Keystone pipeline in the process). 8. Sanction all military-related Russian companies. 9. Start investigating Sberbank and other Russian banks’ relationship with Russias military-industrial complex. 10. Start investigating Gazproms monopoly position (EU is good at it, when they want: remember Microsoft, Google, etc.) 11. Sanction 200 top Russian officials under the expanded Magnitsky act. 12.
