When I lived in Florida many years ago it was almost impossible to get school bonds passed at election. The largely-retiree population, having moved from up North and with no children or grand-children in the local schools, voted down bond proposals. But it was much easier to get money for prisons and law enforcement, the voters never seeming to make the connection that the two things are related.
