When waiting to enter a car park , in order not to obstruct traffic , in order not to be parking , the car need to give signal left as intention to turn left into the car park or hazard light on to declare to other road users that you are currently declaring yourself in a hazard position / when you are waiting , Police , Traffic Police , Land Transport Authority can wave you to move on and not allow you to wait or stop there / Enforcement Officers are empower by the various authorities .
