Which Government agency is “polluted with dishonest workers”? Peace. Someone texted and asked through the celfon today Tuesday March 4, 2014, the following question. In the Government, what agency do you think is polluted with dishonest workers? Cite a concrete situation that deals with corruption. What would be your answer? How would you answer this kind of question? As I had to make some brief and immediate answer earlier, I could not think of any other but the following. The question must be very hard for me. But, I think it is the Department of Education or DepEd (though now, there must be many, unfortunately); and the entire educational system. It must be at the DepEd and the entire educational system where almost all of the teachers, classroom teachers, just following orders (blindly) from the top, and all from the top, without any question. The system could almost be dictatorial. If there some questions, they must be just keeping them to the hearts if not “silently” grumbling to themselves with some helplessness. I believe our teachers have become “robots”, and such, consciously or unconsciously are “passing on” the system of making “robots” on our students nationwide, our “hopes of the Land”. For many years now, I have found that majority of our students and teachers, around ninety (90%) percent and above from grade four to college could not give the detailed, step-by-step, the answer, and explain briefly the correct and best answer on some basic questions like: (1) “how much is one whole cake divided by zero?”; (2) “five, 5, divided by zero, 0, is equal to how much?; etc. Similarly, majority could not correctly and accurately read and write down a reading on the meter stick or the “orion” metric ruler. Those who might be able to read correctly, unfortunately, could not state the importance or significance of the exercise. In a PPO or Philippine Physics Olympiad contest among high school students in Mindanao held at AdDU in Davao City some years ago, the “Quiz Master” read the question and said “solve up to two significant figures”. There is a lot of wrong and stories on this one, and “robotics” of the educational system. This must be a very unfortunate situation. History textbooks for almost all levels, have unfortunately almost one hundred percent of the bibliographical listing of references were published in the U.S.A., very far distant source and none from the other more advanced countries especially in our neighboring Asian countries. Going back to DepEd and teachers. With the hundreds of thousands of public school teachers nationwide, there appear to be no “ordinary” classroom public or private school teacher must has been heard questioning major concerns or issues, affecting the country, such as on the imposed and rushed and new K to 12 basic education curriculum, etc. The teachers could have been heard openly giving out their own reactions, concepts, suggestions, or sharing our their own thoughts as teachers should be and as required by law to be conscience of their respective communities. The teachers have not been heard expressing or standing on their rights as provided by laws and the Constitution nor on what could be better for them. These teachers are supposedly free of two months break for the summer vacation but are to always report during summer if not required to report often or early about two or more weeks before the opening of the school year. This is in addition to their too early reporting time in school and very late in going home; and lack of scholarship grants for them to professional grow in their respective interests and fields. For some technicalities, many community vocational and agricultural high schools are given if not converted to some high sounding names as State College. But, following some “manipulations” by the Government, the conversion would mean phasing out or closing such vocational and agricultural high schools, producing no more new or replacement farmers if not with the TESDA or with the K to 12 curriculum some less than half-baked and to-late “skilled” workers. This is mostly due to the Senator Edgardo Angara, Sr., strong sponsorship of the CHEd Law. The surviving high schools in few State Universities and Colleges, though supposedly free education in Government schools, students and parents in some high sounding names or titles, are paying equivalent to matriculation and some high tuition fees. This is in addition to their deprivation of the free textbook program. As such, these students and parents have to pay for more expensive textbooks. In spite of the Constitutional guarantee and basic human right to free association, no public school teacher or any Government employee is heard to be a member of any open, and above ground political parties; depriving the Government of the great potentials of the better minds in selecting and electing the better candidates and best political leaders. It must be understood that the most “collateral damages” and victims of changes of political leaders of “political party butterflies” and “self-proclaimed” candidates. And most surprises of all, the one hundred State Universities and Colleges (SUCs), have the same and only one, Chairman or Chairperson in the so-called highest policy making body the Board of Regents (BoR). And the other mainstay regular members are practically the same throughout the country. For many, it must be very hard to seriously attend to the functions and responsibilities of being just a member of an organization or two. But, we have the Chair of the CHEd, as the Chair of each BoR of the one hundred SUCs. Isn’t that too much corruption in the entire educational system of the Country?
