While I agree that solar roads (bike path in this case) are not the most cost-efficient or production-efficient methodology of generating power from the sun, I do think that if an idea like this did take off then the cost of manufacturing and installing this type of solar system would drop dramatically as an economy of scale could kick in. Angled solar panels on roofs are not particularly attractive, and while they are 30% more efficient for a portion of the day, once the sun traverses they loose efficiency. A flat surface can capture sun nearly *all day*. I think it would be reasonable to take a loss on overall power generation in order to have something attractive, ubiquitous (streets and sidewalks are city owned property!), and less red tape.
