It includes a phased implementation of new toll roads such as the PWV9, the PWV5, the PWV 13 and the PWV 14. A new toll concept for South Africa forms part hereof, which are toll expressways, where four lanes of new highway are tolled and the remaining lanes (minimum of four) remain non tolled lanes. Scheme Developer status was awarded to the Superhighways Consortium in October 2000. The first phase of development is currently nearing completion. Future Developments GAUTENG NETWORK SANRAL ANNUAL REPORT 2005 (the proposal for GFIP had not been forwarded for the Ministers approval yet) In order to improve the traffi c fl ow along the Johannesburg – Tswane (Pretoria) – East Rand system and to provide a road network that will further stimulate the economic develop-ment potential in Gauteng Province, a scheme to improve the existing network and provide additional infrastructure is being developed. The central objective of the scheme is to provide an interconnected network of inner and outer ring roads as a solution to the traffi c congestion experienced in Gauteng. The solution will be benefi cial to public and private transport, as well as road freight users. Such a network will enhance the concept of network management in which users have alternative options available, or can be diverted easily to other roads in the event of incidents occurring on certain sections of the network. It is the intention to initially upgrade 137 km of existing freeway and to construct an additional 59 km as part of the overall project. Over the 30 year project span, further new freeway sections (e.g. PWV5, PWV9, PWV14, K54 and N17) are proposed, and new upgrades as well as maintenance actions will be performed.
