Whoa... The governors proposed twin tunnel project to deliver water from north to south could result in property taxes being raised without voter approval. The states Legislative Analysts Office said, State courts concluded that such costs were voter-approved debt because voters approved the construction, operation, and maintenance of the State Water Project in 1960. That pre-dates Proposition 13 by 18 years, but Id still like to hear a judge explain why its legal to add new debt now for a brand new project without voter approval.
