Whoever used to own Ilya sure did a piss poor job of it. This 10-year-old boy was caked in wet cat food when he was dumped off at the ACC, his ears dirty and his teeth only partially there. What gives? Ilya earned a New Hope rating but its hard to imagine that he could have spent his whole life in the frame of mind described on his behavioral evaluation. Ilya needs a second chance at love, and the only way he will get that it with a New Hope rescue partner.
