Why dont the Powers That Be pass a regulation conscription to a boot camp type work for the dole program for all of the males and females who have chosen not to stay at school and become educated (OR at least find and hold down a job) . . Such a law would help instill some discipline, respect, pride and a sense of achievement and self worth in themselves, which would also assist in them fitting in with society. A bit of hard yakka and depletion of energy may help to keep many at home more often instead of roaming the streets day and night causing mischief, heartache and loss to respectable hard working law abiding citizens. If a person has a duty that must be fulfilled in order for any payments to be received they could NEVER CLAIM TO BE BORED!!
