Why not a simple, free market immigration plan. Let anyone who isnt a criminal come here on a one month visitor visa. At the end of a month they can renew for another month or leave. At the end of two months they get one more renewal. After 3 months they have to leave. Anytime during that 3 month period they can apply for a 6 month guest worker visa if they can prove they have a job. If they still have a job 6 months later they can renew for another 6 months. At the end of the second 6 months they can apply for a 1 year guest worker visa. That can renewed yearly if they still have a job for up to 7 more years. Any time once they have been here legally for 6 years total they can apply for probationary citizenship which gives them 3 years to complete English language and citizenship education and pass a citizenship test. School counts as a job. Anytime you are without a job when your visa comes up for renewal youre sent home. Simple. Uses the labor market instead of arbitrary quotas.
