Will urban development improve the city or let lots of villagers lost their home? This could be a very controversial topic which still have a long way to go. In a city, urban development may affect different stakeholders easily as we all parts of the city, we concert about the city and so they may have different views towards this issue. For the government, it has a great responsibility to respond and react to various opinion from different stakeholders. To Begin, the most influential party is the indigenous villagers, they own the land for decades from their ancestors, if we would like to redevelopment the land they own, it will cause a lot of problems, such as they will lost their home directly, the relationship they long developed from the old days between the indigenous villagers will disappear and they have to separate because of this act. Moreover, the love of their long term living place will never be so easy to erase by using money to buy their house. However, the city is eventually need to be develop, so the government should explain the issue to the indigenous villagers little by little and promise them they can still have their own home in the city which they should not let their own emotion affect they plan of developing the city and the future of Hong Kong. Besides, if the government can pay a suitable amount of compensate to them and have an estate which can still group the villagers together, so it would not be a problem anymore. Nonetheless, the poverty developer would be the gainer for the urban development as they can redevelop the land and gain money from the profit, such as the case of the Secretary for Development of the Hong Kong Special Administrative Region (SAR) Government Paul Chan Mo Po, he tried to prevent paying tax by using the exchange of payment from housing development as the media. However, it may wider their control over the estate market, so the government should maintain a normal control from the developers and so citizens can get equal right to buy their estate or use it. Besides, the problem of settling down the tenants from the flat that from the selected flats for the urban development project, the tenants may also do not want to leave the place they live for a long time as the indigenous villagers do, so the government should provide a place for them to settle down and give them a bit of compensate, so that the tenants will have less negative emotion towards the urban development. However, different legislative counsellors may have different views towards the urban development, representative for the villagers will surely say no for it as it will definitely affect them. But legislative counsellor from the investment area will agree urban development as it can make them profit and at the same time develop the city. As the result, the government should strike a balance between different stakeholders in order to become a better city. As we all know, the more stakeholders involved in the issue, the more complicated the issue it would be. Therefore, the government should really have a deep consider for the urban development. (1862)
