With all due respect to the person that filmed this, do you know what the person on the ground did before that took place? Did he beat his wife or kids? Did he rob someone at gun point? Your mother a block away could have been his next victim , then you would have wanted the police to restrain him by any means possible. Please know the whole story before you say the police are in the wrong. They may have just saved someones life.
