With hornour to my late HM KING NORODOM SIHANOUK, I would like to convey his message to the everyone as following. Actually, US, China, and Vietnam knew these situations very well. During the Vietnam war, the United States wished to set up its military base in Cambodia in order to easily fight with Vietnamese. At that time, Vietnamese led by Ho Chimin requested our late HM Norodom Sihanouk not to allow the United States setting up its military base in Cambodia with the promise of returning Kampucheakrom- or now South Vietnam, to Cambodia after the war. After the war, Ho Chimin killed himself in order to void his promise to his friend – our late HM king Norodom Sihanouk. Before killing himself, Ho Chimin had set many strategic plans to invade Cambodia respectively. During and after the Vietnam war, illegal Vietnamese government push its citizens to flow to Cambodia in order to make way for its army to go along. That‘s why the United States bombed almost all provinces along the border in order to stop those Vietnamese army. Soon after the Vietnam war, Vietnamese has been starting to implement the strategic plans set by Ho Chimin. First plan, Vietnam created Khmer Rouge to take over the power from General Lon Nol. The purpose of creating Khmer Rouge was to kill all intelligences left over from the past prosperous time whom were being believe difficult to teach and direct. And they were successful with their first plan. They killed all intelligences; except those who fled to overseas. During the Khmer Rouge Regime, all properties of the Kingdom had been collected and kept in specific place. Vietnam was behind of this event. Second plan, Vietnam sent 200,000 army to invade Cambodia to fight with the Khmer Rouge as a game of rescuing the Kingdom from disaster. Vietnam killed Khmers with the view of rescuing Khmer. After defeating the Khmer Rouge, Vietnam took all properties that the Khmer Rouge collected from all people throughout the country, and sent those properties to Vietnam. Third plan, Vietnam fiercely ordered all man in the country to cut down all trees in country, and sent those trees back to its country. This plan had killed also million of Khmers because of malaria. Fourth plan, Vietnam have been leaving its spies in all ministries in order to destroy the management system of the Kingdom to soften the strength before swallowing the country. The reason that they didn’t want International Court fully involve in the Khmer Rouge Trial was about the court’s jurisprudence. If the International Court involves fully, the court then has the jurisprudence on some other countries that were behind the regime. That’s why they allow internal judges to come and rule the case with Cambodian judges under the system of Cambodian court. So this will clean all guilty of Vietnam and China who were involved with Khmer Rouge regime because the judgement of this mixed-court will be FINAL, and this court has no jurisprudence outside the Kingdom of Cambodia. Finally, bad persons and countries are free from their bad conducts against humanitarians. These would be very true. As you see, current Cambodia is not big, and it is a resource-rich country. It should not be difficult for the government to develop the country by its resources and donations so far. There has no improvement on public works, public education, and public administrative, especially infrastructures to support main industry like agriculture. As a Khmer, I wish all Khmer realize these situations, and stop blaming each other. Wake up, and build our country from now on. There is no too late to start. Give up selfishness, start to contribute and sacrifice to the nation. United we live, separated we die. From a poor Cambodian who is always ready to start.
