With new [nuclear power] technologies, they are passively safe in the sense that if there is an anomaly, like an earthquake or tsunami or both, it will just shut down and they dont require power to cool them. But that was not the case with that [Fukushimas] technology. [Light-water nuclear plant] uses less than 1% of nuclear fuel. Theres an alternative... so called Fast Reactors which can burn more than 99% of energy in the fuel.
