Without sounding completely ignorant...Iʻm having a hard time understanding if the legislature makes a previso and the $$ are earmarked for a certain purpose, why is it permissible for a pubic trust to allocate funds for programs other than what was originally intended? All I heard today was testimony from trustees about how they already divvied up the funds to other groups. But, those $$ were designated for NPN. So basically, it sounds to me like they gave away $$ that was meant for someone else. And now NPN has to figure out the shortfall if they want to survive. I appreciate that there are many worthy organizations, but how do you decimate a budget and still expect the same kind of impact? I would think their 20-year relationship and quantity of students graduated through the program would be sufficient to make NPN a priority project, even over charter schools or Bishop Museum, as their students reach extends far beyond Oʻahu and even across generations. *dismayed*
