Work Permits/Employment Cards According to a high senior official from the Ministry of Labour “ALL expats with an ordinary visa (e visa) MUST have a work permit to live in Cambodia whether you work, own a business, volunteer, are retired or do not work at all. ALL expats must pay for any previous years they have been here and not paid. Work permits are 100$US per year + Admin fees Work permits work on per year NOT per visa. If for example you arrived in 2011 then you will need to pay 2011, 2012, 2013, 2014 and 2015. Fines will be handed out if the authorities come to you. Fines are normally between 50$US to 130$US for each year on top of your work permit fees. If done voluntarily before end of 2014 then fines will not be given (or at least they should not be). It is the Employers responsibility to ensure ALL foreign staff have their work permits up to date. However, it is not the Employers responsibility to pay them. I suggest if employers employ foreigners and do not want to pay their work permits then make sure they have them up to date first.
