World Vision (WV) Monitoring and Evaluation Specialist - Project to Combat Child Labour Job Vacancy in Rwanda Use your background in implementing a project’s monitoring and evaluation activities to be part of a leading organisation dedicated to improving the lives of children living in poverty. World Vision (WV) is a global network of people committed to enhance the well-being of children everywhere by empowering families and communities to overcome the challenges of poverty and injustice. The goal of the project is to combat child labour in various sectors, including in tea-growing and agriculture, through an innovative, effective, and integrated approach that involves increasing children’s access to quality education, promoting sustainable livelihoods for their households, increasing beneficiaries’ access to national social protection programmes that help households reduce dependence on children working to meet basic needs, and increasing youth’s access to decent work. The Monitoring and Evaluation Specialist is responsible for overseeing the implementation of the project’s monitoring and evaluation activities, including the Direct Beneficiary Monitoring System (DBMS), and will act as the liaison and point of contact between a US Department of Labour (USDOL) external evaluation contractor and the project. S/he will undertake both formative (pre-intervention) and summative research (post-intervention). While post-project research will sum up the project’s accomplishments in accurate, objective way, the research carried out during the project is meant to contribute to project success. Monitoring and Evaluation (M&E) is an essential management tool, allowing project leaders to assess progress against benchmarks and make changes that improve outcomes and move toward success. The project is designed to achieve definite objectives, and M&E will be essential to reaching those objectives by monitoring progress at regular intervals. We are looking for a visionary leader who can combine strong business disciplines with inspirational leadership skills in line with our values and ethos. You will have a passionate desire to help others, especially children. SOME RESPONSIBILITIES: • Conduct readiness assessment regarding M&E—what are the incentives at the system level, which are the beneficiaries, what is the existing capacity. • Identify the core information needs of central project management, partners, and funding agencies. • Based on the annual work plan and in particular the programmes budgets, design the framework for the physical and process monitoring of project activities. • Promote a results-based approach to monitoring and evaluation, emphasising results and impacts. • Consolidate a culture of lessons learning involving all project staff and allocate specific responsibilities. REQUIRED SKILLS INCLUDE: • Advanced degree in statistics, public policy, economics, or a related field. • Minimum 3 years of experience in a leadership position responsible for implementing the project’s monitoring and evaluation activities, including the DBMS. • Experience in the monitoring and evaluation of international development projects or one year relevant M&E experience combined with an advanced degree. • Experience in strategic planning and performance measurement, indicator selection, quantitative and qualitative data collection and analysis methodologies, database management, and familiarity with impact evaluation or similar research methodologies. Knowledge of the Government Performance and Results Act (GPRA) is preferred. Will you use your experience in monitoring and evaluation to further “life in all its fullness” for children?
