Worth a read: In a time of surplus, budget battle looming, by Kiah Collier Austin American-Statesman. So-called surplus will be focus of much legislative debate. Theres already talk of tax breaks--something we would all like to see--however, most are not also talking about the holes in the budget that are being filled by that very same surplus as well as by diversions and deferred payments. Of specific note, the state will be able to reduce school payments by billions of dollars as a result of increasing property taxes, i.e. the state gets the benefit, not the local property taxpayers. If we really want to address rising property taxes, the best way to do that would be for the state to assume more of the cost instead of pushing those costs onto the local taxpayers.
