Wow! One billion dollars for iPads for education. I stand in awe of the vast stupidity of that. One billion dollars will buy a lot of codexes, buildings to store them in, and staff to manage them. Also, codexes last longer than iPads (especially in the hands of children), require less energy to operate, and are easier to customize for multiple languages. Not to mention that they are not prone to network security issues or susceptible to viruses or predators. A codex can be counted on not to distract a user from the content with a fancy container. Indeed the design of a codex usually provides just the opposite effect. And most of the money would stay in North America, instead of providing Asia with more hard currency to buy US treasuries with.
