Wow, three big problems here: (1) Teaching drug-addicted pregnant women to *avoid* prenatal care and drug treatment because of (2) lawmakers belief that women should be punished for pregnancy outcomes and/or not taking care of their fetuses, instead of being encouraged to seek healthcare that is best for the woman and the fetus, and (3) testing (and punishing) women of color and low-income women far more than other women.
