Yes, they should be allowed to! No, they should NOT be required to! LOYALTY DRIVEN BY FORCE IS NOT LOYALTY, IT IS OPPRESSION. True allegiance is ALWAYS a voluntary act, whether to a person, group, or a nation! When a person swears (pledges) allegiance (loyalty), that person is committing themself to obey, protect, and nurture that to which they pledge, even at the cost of their own life or well-being. The ULTIMATE pledge of allegiance was uttered in a Middle Eastern garden some 2000 years ago: Nevertheless, Your Will, not mine. After that pledge, Christ allowed Himself to be nailed to a cross so that the full price for all of mankinds sin would be paid in full!
