Yes, like freezing the expansion of the railroad tracks to Matnog (Sorsogon) port & eventual collapse of the PNR because his Romualdez in-laws controlled the PANTRANCO (later called PHILTRANCO) buses and the St. Bernard Transport Company that operated govt-owned ferry ports & ferry vessels (for minimal rentals) in Sorsogon, Samar, Leyte and Agusan.
