Yesterday evening I was at a memorial lecture series where Sri Vijoy Prakash,IAS, was the main speaker. The lecture was all about the development of Bihar in general and Mithilanchal (north Bihar) in particular, finding a way out. Some of the finer points that emerged in the talk are before you to think and react. 1. The development of Bihar could be planned on the basis of north and southern parts as two are distinctively different in geographic, demographic and socio-economic point of view. 2. Population density is very high in north Bihar(1238) in comparison to southern part(936).So, for example if you plan to construct a school in every one km.you have to plan for400 – 600 students. Similar plan will require in all spheres in view of the high density per sq. km. 3. Infant mortality rate is high in north Bihar than the south that speaks about the health parameters. Over all IMR in Bihar is 48. 4. We all know that flood is an ingredient part of north Bihar and water table is high. In reality, however, irrigation % in north Bihar is only 49.71% compared to 67.12% in south Bihar. 5. It is paradoxical that,”water-water everywhere but not a drop to drink”. North Bihar is also most exposed to multi hazard from disaster point of view, said Sri Prakash. 6. Planners will have to exploit the good land, water resources, good brain and must excel in fish,makhjana and fruit productions to generate export potential. There lies big scope. 7. Land is very fragmented and therefore, land consolidation is must to increase productivity. There is no stamp duty on land meant for exchange( consolidation), he disclosed. .
