Yesterday my wife and I was driving around and I stopped at a historical site that Ive noticed before on Oswalt road but it was too faded to read what it said from the road. So we pulled up and looked at it. It was a plaque for Delbert Black - The First Masterchief Petty office of the US Navy. Im guessing it was his homesite because there wasnt anything there other than the sign. Upon returning home I did an internet search and immediately found him. He was born in Orr, OK in 1922 but Im guessing maybe he lived in the Oswalt area at sometime. He died in 2000 and was a resident of Winter Park, Fl. In 1967 he was the first to receive the Navys highest rank for enlistedmen. He was also at Pearl Harbor on Dec. 7th 1941.
