Yet another excellent analysis of military events by Dr. Millet, this book argues that both North and South Korea were revolutionary states intent on creating a single broader Korean state and that each was equally legitimate to the other as far as their respective claims went. In practice, however, the Soviet Union created in North Korea a stabler regime with a viable army able to conduct offensive operations, and the USA in South Korea created a house of cards that proved immensely vulnerable to a well-armed conventional military lavishly supplied with all the bells and whistles of modern war and plenty of combat veterans. In other words, at least some of the blame for the 1950 debacle is on the penny-penching of the American people in contrast to the lavish spending and gifts of weaponry done by Stalin and ultimately Mao as well.
