You may remember that in 2004 Jerome Williams wrestled KPD Officer Craig Musgraves weapon from his holster in a dark, second floor stairway on E. Sycamore Street. We learned early this week that Williams is being considered for early release from prison under the Community Transition Program, a State sanctioned debacle that returns convicts to the communities where they offended. The outrage here is that Williams has no family in Howard County. He came to Kokomo from Memphis where he racked up an impressive rapsheet that included rape, robbery, confinement and a host of other behaviors that do nothing to contribute to the health and welfare of Hoosiers. Yet the DOC seems confident that he can be returned here and successfully transition into our community. KPD Sgt. Teresa Kelley, who in all probability kept Craig from being killed with his own weapon that night, has protested the transition up and down the chain to no avail. DOC and local officials have told her that even as a victim she has no standing in the question as to how Williams, labeled a violent offender, can come back to Kokomo. Outrageous, is how State Representative Mike Karcikoff defined the DOCs actions tonight in a telephone call, and promised to do what he could. Which leaves us with the question as to whether the criminal justice system has become nothing more than a cash cow to Indianas poorly funded correction programs.
