You should be wary of a political tool. It is the art of hiding a controversial act from the broad media by using a more sensational story to take the limelight. How it works is the same as a pickpocket ring would distract your attention with a commotion and then lift your wallet when you are otherwise distracted. Sometimes the diversion is a current event or just plain created. Say a crafty political party (etc) wants to make a small law change to allow a developer to grab an opportunity and get a quiet sweet payback. They can create a diversion like the current The Mayor of Toronto Smoked Crack to choke the news media and quickly do whatever they wanted in the shadow of the sensational coverage. Later, your pocket is empty, the scandalized politician has retired to a quiet local, and the government continues with hopes the snoops in the media didnt notice.
