“Young Voters Festival, 2013” (YVF 2013) Instructions for Young Voters Festival, 2013 1. The office of the Chief Electoral Officer, Gujarat is conducting the “Young Voters Festival, 2013” (YVF 2013) for the state of Gujarat to promote awareness with regard to democratic participation amongst youth. 2. The YVF will consist of intra‐institution, inter‐institution, intra‐district and inter‐district competitions for students registered with various educational institutions. 3. Only Students who are registered for this academic year/academic session in any of the following institutions can participate: • Students of standard 9, 10, 11 and 12 of Secondary and Higher Secondary Schools • Students of all Higher Educational Institution of the state (including degree Colleges, ITIs, PTCs, professional institutions, etc) • Students of Training Institutions, coaching centers 4. Further eligibility criteria is as follows: • Student should be in the age category of 15 to 28 years, i.e born before 1.1.98 and not earlier than 1.1.85. (District Election Officers or Collectors can relax this criterion for exceptional quality entries and only by one year.) • Only students studying in physical premises for the institution, where a Principal or Head of Institution is there shall participate. Therefore, students in correspondence courses shall not be considered. • An exception can be made by the District election machinery for NSS, NYKS and NCC in consultation with their District Heads, provided the District Heads of these organisations agree to act as Principals/Head of organization and send top 3 entries at district level for each category, to the Collector’s office as per requirement. 5. This festival will include 4 competitions to be held throughout the state from 15th July, 2013 to 15th August, 2013. The 5 categories of competitions take into account the changing perspective of the youth today with regards to democratic values/process of election/voting and their fascination with IT and its applications. 6. The competitions will be held in the following 5 categories for the YVF 2013: ● Category 1 Competition for Jingles /Raps /Song writing, which will also include setting it to music and submitting the sung and recorded song on CD. ● Category 2 Competition for creating/designing a Mascot: they will be used to promote the importance of voting during the run up to the Lok Sabha elections next year. These have to be submitted either on an A3 size drawing paper or a CD (JPEG or PDF file) ● Category 3 Flash mobs: Choreograph and record a 3 or a 5 minute flash mob conducted by a team (max 30 participants) in an actual situation (such as at a market place, outside an educational institution, at a cinema theatre, etc) with the songs of their choice (can be based on Hindi or Gujarati or English songs), submitted on a CD ● Category 4 Ad films or quickies competition: submitting a short ad film on the given themes not exceeding 60 seconds. Submitted in a CD • Category 5 Special Open Category, for female students only. .
