Zambia Congress of Trade Union has called for the resignation of Finance Minister Alexander Chikwanda for "causing a budget overrun". General Secretary Roy Mwamba says Mr. Chikwanda should not put civil servants under punishment for his mistakes. (Source : ZANIS) Other sources believe Chikwanda has already thrown in the towel for facing massive pressure as a "result of the collapsed 2013 budget" which has created serious tension in Government. So deep are the divisions that the Chikwanda has allegedly proceeded on “leave” only to report occasionally when foreign delegations visit the country. Daily Nation sources says Chikwanda is "very concerned by unprecedented and unbudgeted activities including a massive rise in civil servants emoluments, spate of by-elections, capital projects......all of which have combined to derail the entire 2013 budget". But he is blaming other parts of GRZ (Source : Daily Nation) The current financial mess facing the Government will apparently come to the fore this week. Zambian Watchdog reports that Government intends to table a motion when parliament resumes to suspend the budget. It quotes a senior Finance Ministry official who allegedly shared the information (Source : Zambian Watchdog). Mr Chikwanda needs to issue a comprehensive statement. At the moment he looks very incompetent. He is appears incapable running the affairs of country properly like Magande and Musokotwane did before him. In fact I am struggling to point to one thing Chikwanda has done properly since he became Finance Minister. Even Statutory Instrument 32 of the Bank of Zambia (Monitoring of Balance of Payments) Regulations, 2013 was totally bangled. Chikwanda tried to get it into force on May 17th only to realise the systems were not in place!
