DAR ES SALAAM. 4.0 TANZANIA TRADE DEVELOPMENT AUTHORITY (Tan Trade) Tanzania Trade Development Authority (TanTrade) was established by Act No. 4 of 2009 with overall objective of Developing and Promoting Trade both in domestic and foreign markets. Establishment followed a repeal of the Acts of Parliament No. 15 of 1973 that created the Board of Internal Trade (BIT) which was responsible for Domestic Market Development and the Act of Parliament No.5 of 1978 that established the Board of External Trade (BET) that was responsible for Foreign Market Development. The mandates of the two defunct institutions are now vested on TanTrade which builds on the knowledge and vast experiences accumulated from the past. The TanTrade’s general objective is “To develop concrete activities and programmes that will enable Tanzania to become and remain a strong and competitive trading nation”. 4.1 HUMAN RESOURCE AND ADMINISTRATIVE MANAGER – 1 POST 4.1.1 DUTIES AND RESPONSIBILITIES • Organise, coordinate and supervise the personnel function. • Recommend administrative and human resources policies and procedures. • Responsible for staff recruitment, placement, promotion, attendance and discipline • Manage succession plan in the organisation. • Plans the human resource requirements of the authority in consultation with the heads of directorates • Administer wages, salaries, terminal benefits, and other terms and conditions of services. • Interpretation of labour laws, staff regulations, scheme of services and other related documents. • Preparation of tantrade human resource manuals. • Maintain relevant staff records and prepare periodic reports as may be required. • Coordinate and ensure an equitable staff performance review and appraisal • Set performance standards for staff and ensure that there is effective evaluation system which links rewards and promotion to staff performance; • Coordinate identification of staff training needs of the organisation, design training schemes. • Organise, coordinate and supervise administrative and supportive issues in organisation which include office accommodation, housing, transport, office equipment & furniture, security and other staff welfare. • Perform any other relevant duties as may be assigned by superiors from time to time. 4.1.2 QUALIFICATIONS • Master’s Degree either in Human Resource Management, Public Administration or Business Administration (Corporate Management) from a recognized institution. • At least ten (10) years proven working experience in related field and development in a senior position for at least seven (7)years. • Must be Computer literate. 4.1.3 REMUNERATION • According to TanTrade Salary Scale: TTSS 10 4.2 PRINCIPAL PROCUREMENT AND SUPPLIES OFFICER – 1 POST 4.2.1 DUTIES AND RESPONSIBILITIES • Head of the Procurement Management Unit (PMU) • Serving as Secretary to the TanTrade Tender Board • Responsible for preparation of Tender Documents • Implementation of Tender Board Decisions. • Advise Management and user departments on effective tender process in line with PPRA requirements • Plans and coordinates all procurement/purchasing activities of TanTrade • Develops appropriate systems, procedures and guidelines for the procurement function in accordance with the relevant Acts and Regulations • Responsible for contracts administration including coordination of contracts preparations and issuing of approved contracts • Liaising with suppliers and other stakeholders to ensure timely delivery of goods and services as per relevant contracts • Ensures that efficiency of stock controls and levels are maintained • Prepares procurement monthly progress reports • Liaise with PPRA on matters within its jurisdiction • Prepares replies to audit queries pertaining to stores and procurement • Perform any other relevant duties as may be assigned by supervisors from time to time 4.2.2 QUALIFICATIONS • Master’s Degree either in Business Administration, Materials Management, Procurement and Supplies Management and registered by Procurement and Supplies Professional and Technician Board (PSPTB) as Certified Procurement and Supplies Professional (CPSP) or its equivalent from a recognized institution/Board. • At least ten (10) years proven work experience in related field and development in a senior position for at least seven (7) years. • Must be Computer literate. 4.2.3 REMUNERATION • According to TanTrade Salary Scale: TTSS 9 4.3 PRINCIPAL DOMESTIC MARKET DEVELOPMENT OFFICER – 1 POST 4.3.1 DUTIES AND RESPONSIBILITIES • Design and implement trade development programmes aimed at promoting a systematic integration of the domestic market and consolidation of that situation. • Assist on advising the government on feasible market consistent policy interventions which are necessary in order to facilitate the integration of the domestic market • Promoting formation of producers’ associations/cooperatives. • Advise the business sector on feasible business strategies to promote better utilization of domestic production and trading potentials. • Ensure domestic trade is dynamically interlinked with foreign trade. • Liaise with other directorate to ensure fair distribution of market information. • Supervise domestic market promotion activities. • Propose effective market systems which are beneficial to the producers and the government. • Coordinate participation of local producers to participate in trade fairs and other promotional events. • Initiate and promote special program to support Buy Tanzania Build Tanzania slogan. • Liaise with other institutions on managing quality of the local produced goods. • Supervise market intelligence surveys. • Supervise training for marketing skills to producers and business communities. • Analyzes diverse potential and actual urgent business or market access problems encountered by clients, and develops and advises them of creative strategies for resolving them. • Perform any other duties assigned by superiors. 4.3.2 QUALIFICATIONS • Master’s Degree either in Business Administration (Marketing), Economics, International Business or International Trade from recognized learning Institutions. • At least ten (10) years proven working experience in related field and development in a senior position for at least seven (7) years. • Must be computer literate 4.3.3 REMUNERATION • According to TanTrade Salary Scale: TTSS 9 4.4 PRINCIPAL PROMOTIONAL SERVICES OFFICER – 1 POST 4.4.1 DUTIES AND RESPONSIBILITIES • Supervise and coordinate implementation of trade fairs, exhibition and expose • Supervising coordination of all local exhibitions organized by TanTrade and other stakeholders • Supervising issuing permit to exhibitions organizers • Assist managers undertaking detailed research and analysis of trade development needs using needs assessment methodologies developed by TanTrade. • Keep abreast of current and future client demands, world trade situation and activities within the country, and provide up-to-date relevant information to exhibitors • Prepare annual plans for incoming and outgoing business missions • Performing any other duties as may be assigned by the superiors. 4.4.2 QUALIFICATIONS • Master’s Degree either in Marketing, Business Administration, International Business, International Trade, Economics or Marketing from a recognized institution. • At least ten (10) years proven working in related field and development in a senior position for at least seven (7) years. • Must be computer literate. 4.4.3 REMUNERATION • According to TanTrade Salary Scale: TTSS 9 4.5 SENIOR INFORMATION TECHNOLOGY OFFICER II – 1 POST 4.5.1 DUTIES AND RESPONSIBILITIES • Provide technical advice on all issues concerning information technology • Providing technical support to staff in all systems software, which includes operating systems and application software packages. • Coordinate organization network security and security systems. • Performing database tuning and performance monitoring system. • Performing web designing and other designing related activities of the Organization. • Coordinating content development and uploading into the TanTrade web portal. • Coordinating TanTrade online and offline information resources. • Providing advice to applications’ users on the effective use of database packages. • Performing design, implementation and administration of the Local Area Network (LAN) and Wide Area Network (WAN). • Troubleshooting on hardware and software problems. • Coordinate establishment and maintenance of documentation standards and disaster recovery plan. • Performing any other duties relevant to the scope of work as may be assigned by the superior. 4.5.2 QUALIFICATIONS • Bachelor Degree either in Computer Science, Information Technology, Information Systems or Computer Engineering from a recognized institution. • At least eight (8) years proven working experience in Information Technology in a reputable organization. 4.5.3 REMUNERATION • According to TanTrade Salary Scale: TTSS 7 4.6 PRINCIPAL RECORDS MANAGEMENT ASSISTANT – 1 POST 4.6.1 DUTIES AND RESPONSIBILITIES • Supervises junior staff. • Maintains up-to-date register of files and file index books. • Gives file numbers to file searchers. • Reviews pending correspondence and listing files required for filling. • Sorts outgoing correspondence in accordance with instructions or established means of dispatch and checks dates and signatures. • Assembles flimsy copies and files them for consultation to listed officers. • Weeds out inactive files i.e. old closed volumes, files with torn covers etc. • Checks files in the cabinet/rack periodically to ensure proper order and neatness. • Drafts acknowledgement letters on matters related to mail clearing. • Performs any other duties as may be assigned by superior. 4.6.2 QUALIFICATIONS • Diploma in Records Management, Archive Administration or related field with at least seven (7) years working experience in the relevant field from reputable organization and must be computer literate. 4.6.3 REMUNERATION • According to TanTrade Scheme of Service: TTSS 5 4.6.4 REMUNERATION • According to TanTrade Scheme of Service: TTSS 2 4.7 OFFICE MANAGEMENT SECRETARY – 1 POST 4.7.1 DUTIES AND RESPONSIBILITIES • Provides Secretarial Service to respective Executive Officer • Taking minutes at meetings • Provide secretarial services at Meetings, Seminars etc. • Records official appointments and make sure that the officer is kept informed in time • Deals with all appointment schedules for the relevant Executive Officer • Handles all incoming and outgoing mails, files, faxes and E-mail messages and ensures they are properly channelled to respective destinations • Handles all official travel related matters for the relevant Executive officer • Assists in coordinating secretarial functions with other departments • Performs any other duties as may be assigned by superior. 4.7.2 QUALIFICATIONS • Form IV/VI Certificate, with Diploma in Secretarial studies from an accredited training institution with at least seven (7) years working experience in reputable organizations • Must be computer literate 4.7.3 REMUNERATION • According to TanTrade Salary Scale: TTSS 4 4.8 DRIVER GRADE II – 1 POST 4.8.1 DUTIES AND RESPONSIBILITIES • Driving TanTrade vehicles skilfully. • Maintains and keeps up-to-date log-books. • Adheres to Maintenance Schedules. • Keeps motor vehicle in good running conditions and reports immediately faults and defects to Transport Officer. • Ensures that valid documents are obtained prior to commencing of any journey • Ensures safety and cleanliness of the vehicle at all times • Performs any other duties as may be assigned by superior 4.8.2 QUALIFICATIONS • Form IV/VI Certificate or equivalent with Trade Test III in Motor Vehicle Mechanics or equivalent and must have a valid class ‘C’ Driving License. • Must have two (2) years driving experience • Must have a certificate from a recognized Driving School • Fluent in
