If the doctor was from a rural community he might consider moving back to his home town in hopes of opening his own clinic which he would then run. In doing this the doctor would need to obtain a building, equipment and any other assets needed to run his practice. He would then hire a receptionist and possibly a couple of nurses to help him with his practice. This doctor would handle all the preventive care for his patients and in cases where more care was needed he could conduct more complex procedures at the local hospital or offer a referral for his patient to see a specialist. With this business model, the doctor would need to charge enough to cover the operating cost of his business, the salaries he has to pay, and any future growth he might want to do with his office and finally what he needed to take home to support his family. This is a business run on Main Street. In the 80’s we had a health care crisis. That crisis was the exploding cost of liability insurance for doctors. The public demanded that Congress deal with tort reform in some form to ensure that the doctors could keep their offices open. Congress did nothing and you only had to look at the reality that 80% of politicians are lawyers so why would they want to restrict their ability to make money? As the 80’s went on more and more doctors closed their offices and joined these new medical groups. Yes there was a time when people had never heard about a PPO or HMO. These new companies would go from town to town enrolling doctors into their programs offering them the ability to practice medicine under the company’s umbrella policy. Doctors no longer had to worry about the cost of liability insurance. These medical groups continued to grow as they went from town to town and as these companies grew they were then bought out by even larger companies and the concentration of a business market began. By the late 80’s early 90’s the larger health care groups had gotten large enough that they then moved from Main St. to Wall St. Once these companies went public the real problems began to form a foundation. Now instead of your health care cost being dictated by a doctor who is covering the cost of running his own office, the company is now beholding to Wall St. This means that if a company went public in 1992 as an example, we had nearly 80 quarters of upward pressure on health care costs because we all know when you are trading on the DOW up is the only direction that matters. Our health care is no longer dictated by the doctor that lives in your neighborhood, it’s the financial board of a large corporation. So how do we unwind this mess? If you want to sell health care as a company then you cannot deny coverage or drop people based on pre-existing conditions. These are some of the requirement to get a license to sell insurance. In this country we have 1300 Health Care companies and some states restrict more than 1290 of these companies from selling in their state. When you get a license to sell health insurance it will allow you to sell in any of the 50 states. This will increase the competition in the market but this will take time to unwind the costs so we’ll give the gov’t a role. In this case Congress will provide cost effective liability insurance for those doctors that want to open their own offices. Congress will set the price competitive enough to encourage participation of doctors looking to open their own offices and would allow other companies to compete for business in that industry. Why should Congress oversee this program; who better than Congress to deal with any abuses from lawsuits that put private Doctors offices out of business. Congress would be front and center in the administration of liability insurance and if any abuses were to surface then Congress has the power to legislate a remedy to the problem. These changes to our health care system are simple straight forward and could be written into a bill with less than 10 pages not 2800. 32 minutes ago · Like.. Doug Welty THIS IS THE FIX: PROPOSED 28th AMENDMENT: WE DEFINE THE SCOPE OF GOVERNMENT Pass a constitutional amendment that requires that we as citizens must keep 80 cents of every dollar we earn after all government taxes, fees, fines and charges at every level. In addition add language that requires an end to deficient spending and a move to a balanced budget with a clause requiring a balanced federal budget. In the first 10 years of the amendment the Federal Government will keep 60% of the taxes collected and the states would keep 40% affording the government the opportunity to pay down the federal debt in that ten year period. After the initial 10 year period the rates would change, with the states keeping 60% of the taxes raised in their state and the Federal government getting 40% from each of the 50 states. An example would be a state like California which raised $100 Billion dollars in taxes, in the first 10 years the Federal government would get $60 Billion and California would keep $40 Billion. After the initial 10 years those amounts would be reversed. At the 10 year point the Federal debt would be zero and if budgeted wisely we could have a surplus which would be put towards a rainy day fund again if managed properly. With this amendment, if the government wants more money than they need to create an environment that ensures the citizens earn more money. An example of the budgets we could be talking about, if GDP grew to 25 Trillion in the next 10 years this would give the government an annual budget of 5 Trillion dollars. Comparing previous budgets going back to Clintons presidency and the levels spent during more prosperous times demonstrates that 20% of GDP would fund all levels of government and ultimately bring some efficiency to the way government works. To prevent government over reaching with regards to fines and penalties, if you are fined for traffic infraction as an example, then you can be fined any dollar amount but if the fine is in excess of your 80% the government has to return the balance after holding it for a period of time, up to one year. In the end you always keep 80 cents of every dollar earned. Another side benefit is the enticement for the government at all levels to work towards an efficient use of funds to ensure they have the ability to pay for the programs they enact. When these efficiencies are realized then they could relieve the tax burden of those at lower income levels. That’s what an efficient government can do. Gone would be the days were the government sweeps in during bad economic times to take more of OUR money with the promise of stimulation when consumer spending is 70 times more powerful than government spending in stimulating the economy. PROPOSED 29th AMENDMENT: REQUIREMENTS FOR PUBLIC/POLITICAL SERVICE The idea with our government was that we were to be represented by our constituency at the federal level so we should be allowed to define the requirements in a constitutional amendment. Here are some ideas I have. To be elected you cannot make more than 100% above the National average income of the people at any point within ten years of running for office. You will serve a maximum of two terms. Their compensation will not exceed the income requirements to run for office. Pay raises cannot increase the wages to more than 100% of the average income of Americans. You will receive no per diem; you will cover your own living expenses. You will not receive a retirement pension for serving two terms. You will get the same 2% per year as offered to all federal employees. When your public service is complete all benefits stop except for the retirement amount accrued which will be paid once retirement age is reached. We all have a S/S number and its time we have a unique voting number to ensure we dont get 140% voter participation anywhere in the US. Have a system that records the voting activity of your voting number without discerning who you voted for.
