How the Energy Company Obligation scheme can help Under the Carbon Saving Communities Obligation (CSCO) - it provides help with insulation and glazing if you: live in a specified postcode area or live in a low-income household in a rural area. This means you live in private or social housing, in a population of under 10,000 homes and get, or someone who lives with you gets, the same benefits as you need for the Affordable Warmth Scheme. The Carbon Emissions Reduction Obligation (CERO) - it provides help with solid wall and cavity wall insulation for households in hard to treat homes. Under the Home Heating Cost Reduction Obligation (HHCRO) – the Affordable Warmth Scheme - it provides help with all or part of the cost of loft or cavity wall insulation or boiler repairs or replacements if you:own your home outright, or have a mortgage, or are a tenant, and get, or someone who lives with you gets certain benefits under the Affordable Warmth Scheme.If you are a social housing tenant you may not get this help but you may be able to get help under CSCO. Benefits you must get to be eligible for help under the Affordable Warmth Scheme Youre eligible for the Affordable Warmth Scheme if you or someone who lives with you gets the following benefits: State Pension Credit or Child Tax Credit (with your relevant income below £15,860) OR, a combination of these benefits: One of these: Income based Job Seeker’s Allowance Income related Employment and Support Allowance Income Support. REPORTS FROM WELSH PEOPLE THEMSELVES The government estimates that more than 2.5 million households in the UK could benefit from free replacement boilers, and one of the first people to do this is Mrs Marjorie Langley from Cardiff. After reading the article from Warm Wales Cymru Gynnes (WWCG) in the South Wales Echo earlier this year, Mrs Langley, 82, contacted WWCG to see if she was eligible for a new free boiler as her existing boiler was over 25 years old. Once the team at WWCG had carried out the necessary checks, Mrs Langley was visited by a surveyor to establish that she was eligible for a new free boiler, and to plan the works. Installers working properly from Free Boilers Wales fitted the boiler and ensured everything was “I’ve lived in the house for 10 years, and the original boiler was becoming tired, maintenance was expensive and the radiators weren’t very warm,” said Mrs Langley. “I saw the article in the Echo about a free boiler, so decided to give it a try.“I’m so pleased I did – I’ve now got a new boiler and the radiators are so warm; I noticed the difference as soon as the system was up and running.I’m very happy and glad I enquired.” Mrs Langley, who has had two knee replacements and finds it difficult to get around, also praised the workmanship of the installers from Free Boilers Wales. “They worked solidly. They worked until 9pm one evening to ensure the work was completed so that I wasn’t left without a boiler, and all the work was diligently inspected to ensure everything was in order.” The Government estimates that a new energy efficient boiler could save between £190 and £240 a year on average household heating bills, and as a result of new government policy and funding streams, many homes in Wales could receive free replacement boilers. “The free boiler scheme could be a real boost to those who currently have an inefficient boiler which is over 10 years old,” said Helen Perkins, assistant projects director at WWCG, “but householders need to apply quickly.” To qualify householders will need to be receiving a qualifying benefit, which could include pension credit, tax credits or income related benefits.
