للخطاب الملكي السامي : الحمد لله، والصلاة والسلام على مولانا رسول الله، وآله وصحبه. شعبي العزيز، نحتفل اليوم بالذكرى الثامنة والثلاثين للمسيرة الخضراء، ونحن أكثر عزما على مواصلة مسارها المتجدد، بنفس روح الوطنية الصادقة والتعبئة الجماعية، لصيانة الوحدة الترابية والنهوض بالتنمية الشاملة. وإذا كانت المسيرة الخضراء قد مكنت من استرجاع أقاليمنا الجنوبية، فإن المسيرات التي نقودها، تهدف إلى ترسيخ الحقوق المدنية والسياسية، والمضي قدما في النهوض بالجيل الجديد من الحقوق الاقتصادية والاجتماعية والثقافية والبيئية. غايتنا تكريم المواطن المغربي وتمكينه من مقومات المواطنة الكاملة. وفي هذا الصدد، فقد أقدمنا على مجموعة من الإصلاحات العميقة والأوراش الكبرى، وفق منظور متدرج، يراعي الخصوصيات الوطنية، بعيدا عن الشعارات الفارغة، الموجهة للاستهلاك الإعلامي، وعن ردود الأفعال المتسرعة، على التطورات والأحداث الوطنية والدولية. غير أن بعض الجهات والأشخاص، يستغلون فضاء الحرية والانفتاح الذي ينعم به المغرب لأغراض باطلة، وخاصة بأقاليمنا الجنوبية. وإن المغرب، بقدر ما يحرص على التعاون والتفاعل الإيجابي مع المنظمات الحقوقية الدولية، التي تتحلى بالموضوعية في التعامل مع قضاياه، ويتقبل، بكل مسؤولية، النقد البناء، فإنه يرفض أن تتخذ بعض المنظمات، في تقارير جاهزة، بعض التصرفات المعزولة، ذريعة لمحاولة الإساءة لصورته وتبخيس مكاسبه الحقوقية والتنموية. فهناك مثلا من يصدقون، ظلما وعدوانا، أي شخص يدعي أنه تم المس بحق من حقوقه، أو أنه تعرض للتعذيب، ولا يأخذون بعين الاعتبار أحكام العدالة، بل وما يقوم به المغرب على أرض الواقع. فهل يعقل أن يحترم المغرب حقوق الإنسان في شماله، ويخرقها في جنوبه . فكل الدول ترفض أن تتعرض لأعمال تمس بالأمن والاستقرار. لأن حقوق الإنسان تتنافى مع العنف والشغب، وترهيب المواطنين. ولأن ممارسة الحريات، لا يمكن أن تتم إلا في إطار الالتزام بالقانون. وإذا كانت معظم المواقف الدولية تتصف بالموضوعية والواقعية، فإن ما يبعث على الأسف أن بعض الدول تتبنى، أحيانا، نفس المنطق، في تجاهل مفضوح، لما حققته بلادنا من منجزات، وخاصة في مجال الحقوق والحريات. فهذا الخلط والغموض في المواقف، يجعل طرح السؤال مشروعا : هل هناك أزمة ثقة بين المغرب وبعض مراكز القرار لدى شركائه الاستراتيجيين، بخصوص قضية حقوق الإنسان بأقاليمنا الجنوبية .بل إن مجرد وضع هذا السؤال يوضح أن هناك شيئا غير طبيعي في هذه المسألة. شعبي العزيز، إنني لا أريد أن أدخلك في الجوانب القانونية والسياسية لقضية وحدتنا الترابية، ومختلف قرارات مجلس الأمن ذات الصلة التي سبق لي أن تكلمت عدة مرات بشأنها. ولكني سأوضح لك الأسباب وراء بعض المواقف المعادية للمغرب. إن بعض الدول تكتفي بتكليف موظفين بمتابعة الأوضاع في المغرب. غير أن من بينهم، من لهم توجهات معادية لبلادنا، أو متأثرون بأطروحات الخصوم. وهم الذين يشرفون أحيانا، مع الأسف، على إعداد الملفات والتقارير المغلوطة، التي على أساسها يتخذ المسؤولون بعض مواقفهم. هذا كلام أقوله لك، شعبي العزيز، لأول مرة، ولكني أقوله دائما، وبصفة خاصة لمسؤولي الدول الكبرى، وللأمين العام لمنظمة الأمم المتحدة ومساعديه. غير أن السبب الرئيسي في هذا التعامل غير المنصف مع المغرب، يرجع، بالأساس، لما يقدمه الخصوم من أموال ومنافع، في محاولة لشراء أصوات ومواقف بعض المنظمات المعادية لبلادنا، وذلك في إهدار لثروات وخيرات شعب شقيق، لا تعنيه هذه المسألة، بل إنها تقف عائقا أمام الاندماج المغاربي. فشعبنا الوفي يتميز بإجماعه الراسخ حول وحدته الترابية، وبتجنده الجماعي للتضحية في سبيلها. فالصحراء قضية كل المغاربة دون استثناء، وأمانة في أعناقنا جميعا. كما أن المغرب ليست له، ولله الحمد، أي عقدة في التجاوب الإيجابي مع التطلعات المشروعة لمواطنيه ، أينما كانوا. وفي هذا الصدد، فقد أقدمنا بإرادتنا الخاصة، على إحداث مؤسسات وطنية وآليات جهوية، لحماية حقوق الإنسان والنهوض بها، مشهود لها بالاستقلال والمصداقية، وذلك وفق المعايير الدولية، فضلا عن الدور الذي تقوم به الأحزاب السياسية، والهيآت الجمعوية، ووسائل الإعلام. ومن هنا، فإن المغرب يرفض أن يتلقى الدروس في هذا المجال، خاصة من طرف من ينتهكون حقوق الإنسان، بطريقة ممنهجة. ومن يريد المزايدة على المغرب، فعليه أن يهبط إلى تندوف، ويتابع ما تشهده عدد من المناطق المجاورة من خروقات لأبسط حقوق الإنسان. ورغم المحاولات اليائسة لخصوم المغرب للمس بسمعته وسيادته، فإننا سنواصل التعاون مع الأمين العام للأمم المتحدة، ومع مبعوثه الشخصي، ومع الدول الصديقة، من أجل إيجاد حل سياسي ونهائي للنزاع المفتعل حول وحدتنا الترابية، في إطار مبادرتنا للحكم الذاتي، المشهود لها بالجدية والمصداقية وبروح الواقعية. كما لن نرهن مستقبل أقاليمنا الجنوبية بتطورات قضية الصحراء، على المستوى الأممي، بل سنواصل النهوض بالتنمية الشاملة بربوعها. شعبي العزيز، لا يخفى على أحد أن المغرب بذل مجهودات جبارة في سبيل تنمية أقاليمه الجنوبية. ففي إطار التضامن الوطني، فإن جزءا مهما من خيرات وثروات المناطق الوسطى والشمالية للمغرب، يتوجه لتلبية حاجيات مواطنينا في الجنوب، وذلك عكس ما يروج له خصوم المغرب، من استغلال لثروات الصحراء. وهو ما تؤكده جميع المؤشرات والمعطيات الاقتصادية الخاصة بالمنطقة. وتعزيزا لهذا المسار، فإننا حريصون على استكمال بلورة وتفعيل النموذج التنموي الجهوي لأقاليمنا الجنوبية، الذي رفعه إلى نظرنا السامي المجلس الاقتصادي والاجتماعي والبيئي. إن الأمر لا يتعلق بمجرد اقتراح حلول ترقيعية لظرفية طارئة، أو مشاريع معزولة لا رابط بينها، وإنما بمنظور تنموي متكامل، يرتكز على تحليل موضوعي لواقع الحال بأقاليمنا الجنوبية، ويهدف للتأسيس لسياسة مندمجة، على المدى البعيد، في مختلف المجالات. إننا نريده نموذجا متعدد الأبعاد، عماده الالتزام بقيم العمل والاجتهاد والاستحقاق وتكافؤ الفرص، نموذجا متوجها نحو المستقبل، تحتل فيه المرأة والشباب مكانة خاصة. فعلى الصعيد الاقتصادي، يرتكز هذا النموذج على مشاريع استثمارية كبرى، كفيلة بتحفيز النمو الاقتصادي، وإنتاج الثروات وفرص الشغل، وتشجيع الاقتصاد الاجتماعي والتضامني، وذلك ضمن تنمية مستدامة، تراعي الحفاظ على البيئة، وصيانة حقوق الأجيال الصاعدة، وخاصة من خلال التركيز على الطاقات المتجددة. أما على المستوى الاجتماعي، فإنه يقوم على سياسة جديدة، عمادها التضامن والإنصاف، وصيانة كرامة الفئات الهشة، والنهوض بالتنمية البشرية، وتوطيد التماسك الاجتماعي. وفي ما يخص الجانب الثقافي، فإن هذا النموذج يتوخى النهوض بالثقافات والخصوصيات المحلية، وذلك تجسيدا للمكانة الدستورية للثقافة الحسانية، كأحد مكونات الهوية المغربية الموحدة، ولاسيما من خلال إدماجها في البرامج الدراسية، وتثمين التراث المعماري، وتشجيع الإبداع الفني بالمنطقة. وحرصا منا على ضمان شروط النجاح لهذا النموذج الطموح، القائم على الإبداع وروح التشارك، فإنه سيتم تزويده بآليات ناجعة للحكامة المسؤولة، فضلا عن كونه يندرج في إطار الجهوية المتقدمة، التي تخول اختصاصات واسعة للمجالس المنتخبة. ويظل هدفنا الأسمى، جعل أقاليمنا الجنوبية فضاء للتنمية المندمجة، والعيش الكريم لأبنائها، وتعزيز بعدها الجيو-استراتيجي، كقطب جهوي للربط والمبادلات بين أوروبا وإفريقيا جنوب الصحراء. شعبي العزيز، لقد ظلت أقاليمنا الجنوبية، عبر التاريخ، تشكل العمق الإفريقي للمغرب، لما تجسده من روابط جغرافية وإنسانية وثقافية وتجارية عريقة، بين بلادنا ودول إفريقيا جنوب الصحراء. ووفاء لانتمائه الإفريقي، فقد حرص المغرب، منذ استقلاله، على التعاون المثمر، والتضامن الفعال مع هذه الدول، والمساهمة في تحقيق تطلعات شعوبها، إلى التنمية والاستقرار. ورغم أن المغرب، العضو المؤسس لمنظمة الوحدة الإفريقية، ليس عضوا بالاتحاد الإفريقي، فإنه يعمل على تعزيز وتنويع علاقاته الاقتصادية، وتشجيع الاستثمارات المتبادلة مع دول القارة، سواء على المستوى الثنائي، أو في إطار الهيآت والتجمعات الجهوية. وعلى الصعيد الجهوي والدولي، فإن بلدنا يعمل جاهدا على نصرة قضايا القارة الإفريقية، وخاصة التنموية منها. وحرصا على إضفاء دينامية متجددة على هذه العلاقات، ما فتئنا نعمل سويا، مع أشقائنا قادة هذه الدول، لما يجمعنا بهم من أواصر عميقة من الأخوة والمحبة والتفاهم، على إعطائها طابعا إنسانيا، والارتقاء بها إلى شراكات تضامنية مثمرة. وهو ما تجسده الزيارات التي نقوم بها لعدد من الدول الإفريقية الشقيقة، بما تحمله من مشاريع تنموية ملموسة، تعطي الأولوية للتنمية البشرية، وتوفير البنيات التحتية، وكذا توطيد الروابط الدينية والروحية، التي تجمع، على الدوام، شعوبها الشقيقة بالمغرب، وبشخصنا أمير المؤمنين. كما أننا نضع التجربة المغربية رهن إشارة أشقائنا الأفارقة، في مختلف المجالات ذات الاهتمام المشترك، مع الحرص على تبادل الخبرات، وإشراك القطاع الخاص، وهيآت المجتمع المدني. وفي هذا الإطار، ندعو الحكومة لتعزيز سبل والاستقرار، بمختلف مناطق القارة، والمساهمة في حل النزاعات بالطرق السلمية، والمشاركة في عمليات حفظ السلام، برعاية الأمم المتحدة. كما أن المغرب ما فتئ يؤكد على ضرورة التصدي للتهديدات الأمنية التي تعرفها منطقة الساحل والصحراء، التي أضحت فضاء لجماعات التطرف والإرهاب وتهريب المخدرات والاتجار في البشر والسلاح، بما لها من تداعيات وخيمة على تنمية واستقرار المنطقة. وما دعمنا لجمهورية مالي الشقيقة، في مواجهتها لعصابات التطرف والإرهاب، وحضورنا شخصيا في مراسم تنصيب رئيسها الجديد، إلا تعبير عن التزامنا الصادق بنصرة قضايا السلم والشرعية بدول القارة. شعبي العزيز، إن العلاقات المتميزة التي تجمع المغرب بدول إفريقيا جنوب الصحراء، ليست سياسية واقتصادية فقط، وإنما هي في العمق روابط إنسانية وروحية عريقة. واعتبارا للأوضاع التي تعرفها بعض هذه الدول، فإن عددا من مواطنيها يهاجرون إلى المغرب، بصفة قانونية، أو بطريقة غير شرعية، حيث كان يشكل محطة عبور إلى أوروبا، قبل أن يتحول إلى وجهة للإقامة. وأمام التزايد الملحوظ لعدد المهاجرين، سواء من إفريقيا أو من أوربا، فقد دعونا الحكومة لبلورة سياسة شاملة جديدة، لقضايا الهجرة واللجوء، وفق مقاربة إنسانية، تحترم الالتزامات الدولية لبلادنا وتراعي حقوق المهاجرين. وتجسيدا للاهتمام الخاص الذي نوليه لهذا المجال، فقد حرصنا على تكليف قطاع وزاري بقضايا الهجرة. ومما يكرس مصداقية المغرب في مجال حقوق الإنسان، التجاوب الواسع الذي لقيته هذه المبادرة من الأطراف المعنية مباشرة بهذه الإشكالية، وخاصة الدول الشقيقة جنوب الصحراء، ودول الاتحاد الأوربي، ومختلف الفعاليات والمنظمات الأممية والجهوية والدولية، المعنية بظاهرة الهجرة وحقوق الإنسان. وتعزيزا لهذا التوجه، فقد قدم المغرب، على هامش الجمعية العامة للأمم المتحدة لهذه السنة، مبادرة التحالف الإفريقي للهجرة والتنمية. وهي مبادرة تقوم على منظور إفريقي مشترك، وعلى مبادئ إنسانية لقضايا الهجرة، وعلى المسؤولية المشتركة، بين دول المصدر والعبور والاستقبال، وكذا على الترابط الوثيق بين الهجرة والتنمية. ولأن
