i wish to add one thing here,firstly the early preferential evacuation on the first two days was just because there were very few boats available and the rescue workers had to prioritise.the government had ordered that the govt functionaries be evacuated first so that they would then in turn coordinate relief.second even in uttarakhand the tourists and non locals were evacuated first,this is the norm as the respective state governments pay for their priority evacuation,there is no communal or regional conspiracy at hand here,please try to understand this.tourists need first evacuation otherwise they become a liability of housing them and feeding them,rescue has to go according to plan,when greater number of boats arrived then all rescue attempts were made,the state government failed totally,thye central government should have done more but still it did better than last time earthquake or floods.
