ift.tt/eA8V8J I think the reason we cant communicate in the open world is because of PSN+ and Xbox live gold. Let me explain. Apparently the game is set up so anybody can play the game without having to pay for online. Even though the game is an online only game. I think there are loop holes in the membership services to make it not require the service. First of the loop holes is match making, if there is no matchmaking then its not multiplayer so you dont have to have membership. This is why it says on strikes that you have to have PSN+ or XBL gold. Also, I think this is why the story does not require you to do strikes and why some missions feel like strikes but have no matchmaking like strikes. Second loop hole I think is the very limited voice chat. You are not required to have membership to talk to people on your friend list, but maybe the feature to talk to other non-friend players in a game is a membership feature. This does not explain though the fact I cant talk to team mates in crucible or strikes matchmaking, but this is my theory of why its so limited. I do not know why avoid making it a membership only game considering its a social online only game. Could be they want to get the people that only play single player games, in result produce more sales due to a larger player base of interest. What brought me to this theory is how some things point out you have to membership to do(strike and crucible which are matchmaking). If they are trying to avoid making it all require membership then the voice chat is one of the criteria that online member services would put limitations on. Maybe Im wrong maybe Im right. Just let me know your opinion, cause it seems logical. UPDATE: Excluding Ps3 because this is the only console that you do not have to pay to play multiplayer features.
