He mentioned that devising strategy to build up district sangha( Sanghabandhani) of about 250 Dhammasevaks in each district is the main agenda of the meeting. The structure of District Sangha shall be broadly as under-- 1)DIC--- Dhammasevak in charge of district--- One 2) District Committee ( DC)- 15 Dhammasevaks drawn from intellectual group( doctors, professors,engineers, lawyers, officers, professionals etc from the district 3) District Sangha( DS)-- Minimum 200 Dhammasevaks drawn from intellectual group( doctors, professors,engineers, lawyers, officers, professionals etc from the district/ talukas from the district. He urged all present to follow Vajji Principles of meeting on regular basis and follow seven principles of non- decline as taught by Lord Buddha to Vajjis. For this, it will be responsibility of DIC to ensure at least one meeting per week of 15 members of DC. About one hour duration of these weekly meetings can be organised turn by turn at the residences of members of DC over a cup of tea. The main criteria to judge whether DC is active or not will depend upon holding of these weekly meetings. The meeting of DS sangha( half a day) should be held at least once in three months. 4)Shri P A Inamdar gave an inspiring speech. He stressed the importance of Catch them young and exhorted every one to focus on programmes rather than blaming anyone. He asked everyone to be optimistic and carefully analyse period of 5000 years prior to 1950 and 64 years period after 1950( Since Constitution came into force in 1950). It will be revealed that at least 30% backlog of development of weaker sections got wiped out after Constitution drafted by Dr Babasaheb Ambedkar came into force. However, he warned that if we do not use technology, gap between Haves and Have- nots will further widen. He mentioned necessity of starting Buddhist minority educational institutions as envisaged in Article 30 of the Constitution. He volunteered to guide a group of few BHS people in this regard and suggested at least one nucleus of institutions in each division. There has to be minimum 5-years agenda and volunteered to train 2 young boys per district for about a month in Azam campus in the month of May every year. These youngsters in turn will train about 2 volunteers per taluka per year in their respective districts. This pool of human capital- Cadre building- ( about 700) per year will go a long way in strengthening the society. It was decided to form a group consisting of Smt Anupama Jagtap, Mrs Kusum Balsaraf,Mr Ravindra Chavan, Mr Abute and Mr Sitaram Gaikwad as coordinator to prepare a syllabus for cadre development within a period of a month ( by 15th Jan) 5) Mrs Kusum Balsaraf, GM, MAVIM mentioned following points--- A) . BHS acknowledged that SHG is an effective tool to undertake comprehensive development Agenda. There is no need to form new SHGs but to develop linkages with existing SHGs and its federations, facilitate the process of last mile delivery of Govt. schemes through theses mechanism, helping them in rapport building with Govt. departments are the focus areas where district structure of BHS shall concentrate. B) Osmanabad will demonstrate the �convergence model� in near future. BHS would like to replicate the tested model of Osmanabad in the other districts. C) Districts will identify and nominate two youngsters below the age of 25 yrs. who are interested to pursue the knowledge based on JOSHABA ideology and ready to devote their some time to spread said ideology. 6) Shri Yogesh Varade made following points regarding challenges society faces due to sudden spurt in the atrocities on SCs/STs----- A) Javkhed, Ahamadnagar Lynching of 3 Dalit Family members and our follow up in that case BHS Members got Kolse Patil ACJP team Report earlier, followed by BIG PROTEST OF INTELLECTUALS without any party affiliation under Ven. Surei Sasai and Ven. Gunsiri on 10th Dec, on Human Right Day at Nagpur---during Assembly Nagpur Session. State Home Minister received Memorandum with immediate demand for SIT investigation, stop harassing Jadhav family members and give necessary protection to them, release two young members charged wrongfully and DELIVER JUSTICE TO THE FAMILY. B) BHS system of Samajik Suraksha Sangh needs to be fully implemented to provide help to the victims of atrocity within two hours-thro mobile health van well equipped. 2)ACJP has been participating in UN since last 23 years through UN world conferences, Treaty Bodies and Civil society Forums to educate the society at large and focus on the plight of SC/ST atrocities. ACJP pioneered the debate on Caste system in UN and some concrete results in the form of obligatory recommendations of Treaty Bodies to India to eradicate the caste system, bonded labour, child labour took place .With 17% of global population and 50%child labour,50% of trafficking of girls and women (obviously mostly SC/ST ),India is seen now as a biggest democracy with no social justice for its marginalised population. This is a Hidden Apartheid of South Asia like Apartheid of South Africa and unless the UN with its global civil society members puts full pressure on India to eradicate the evil of caste system NOW as was done in the case of South Africa by economic Sanctions , this evil will remain. HENCE WE MUST CREATE RESEARCH AND DOCUMENTATION CENTER, COLLECT WEEKLY DATA OF ATROCITIES FROM ALL DISTRICTS OF INDIA, PUBLISH IN THE RESEARCH WEEKLY MAGAZINE, SUBMIT TO UN AND ITS ACTIVE MEMBERS ON HUMAN RIGHTS ISSUE, AND START PUSHING MODI GOVERNMENT THRO UN. This is an URGENT matter For that we need the REPs in each district to inform atrocity within 48 hours fully documented and help should be provided to the Reps. C)Ratnakar Gaikwad wrote excellent report on KHAIRLANJI lynching as a NODAL OFFICER in 2006. Those recommendations need to be implemented. Fast Track Courts which are still not FULLY FUNCTIONING, each district needs fast track court and rapes should be resolved like in NIRBHAYA case Law. ------------------ D)Many Challenges on Atrocity Act 89/Rules 95 should be met thro the use of RTI and PIL in state and Supreme Court. E)system of Lawyers to be involved and volunteers to follow all stages on atrocity act implementation with govt system to get justice. Current conviction rate of 3.5% has to be raised to 70% by interventions at every stage and providing necessary support. ----------------------------- F)SAMAJIK BANDHILKI FUND OF 50 LAKH Rs needs to be created for all these needs within 6 months. G) Legal Literacy of civil society of each district including all Talukas -collector/SP/Tahsildar/BDO,Social worker/civil society members about constitutional rights, PCR1955, Atrocity Act 89 and Rules 95 --------------Gondia Model needs to be implemented in every district- first in 34 Districts in Maharashtra and later all over the country and funding should come from special 1% reserved fund at the disposal of District Collector. 7) Shri Prashant Narnavre, IAS, Collector, Osmanabad mentioned following points--- . We should prepare a syllabus of consisting of legal provisions and various schemes of State and Union Government pertaining to benefits accorded to SC/ST. We can prepare a booklet and circulate it amongst the members for the benefit of all. 2. We should focus on proper implementation of Government schemes and train our people to have proper lesioning various government departments. 3. We should focus on Social Justice Hostel. Give them career development guidance. We can develop a good cadre amongst the students there. 4. SHG empowerment through convergence of Mavim, DRDA and MSRLM. 5. Legal awareness and effective back support for people who are facing atrocity. Like use of Dakshata Committee etc. 6. Skill Development and entrepreneurship development needed to be focussed upon and finally, Dr Nannavare assured his full support and involvement on fulfilling the tasks mentioned above. 8) Shri Suresh Londhe presented a very ambitious plan of employment generation and entrepreneur development as under---- The Action plan for upliftment of 2 lakhs youths per annum that is 10 lakhs in 5 years--- There are around 90-95% of youths taking education for higher studies in traditional colleges are unaware regarding their future. (only 5-10% students in the higher education scenario are taking education in professionals colleges , can put certain dreams in their specific sector . even in this class the industry is saying that only 30% of them are employable .) The thing is even worst for those who are drop-out, failed in the mid of path. This young force is actually the assets of the society if they are nourished in a proper way by making strategic intervention & planned efforts. Maharashtra is recognized as one of the leading developed states. The industry & commercial organisations, big & mega industries & corporate houses are well established in Maharashtra. Apart from this, big multinationals, FDI are equally investing in the state. These all are creating lakhs of employment & self employment opportunities by direct & indirect way. Only the thing is that due to lack of complimentary skill & knowledge, our youths are unable to tap these huge opportunities. There are thousands of jobs & services are available in this chain of advance & competitive world which can be achieved by sharpening our knowledge & skill as per need of industry,. There are two ways for the youths, (1) Self-employment (2 ) Employment Two sectors we are considering are (1) Manufacturing (2) Service In the manufacturing sector the youths can tap the opportunities if we implement quality entrepreneurship development training programme (EDP). This is complete scientific base residential programme to create entrepreneurship. We have good link with national as well as international institutes in this field. The Oppurnuties are in the field of, Garmenting, Textile, Leather article, plastic , engineering operations , food-processing etc. In the service sector , there are plenty of opportunities in the fields like maintenance & servicing , Repairs, Fabrications & welding , logistic & transports, IT & securities Servicing , Packaging, House-keeping, Para-medical, wellness , herbal & cosmetic , Fashion Designing , Electrical & electronics etc. Various industry houses, associations, industry clusters, reputed institutes etc.have already been approached. The big organizations like L&T, Godrej have consented for tie-up arrangements. These institutes are ready to give their expertise by giving advance industry need training to the youths. We have identified the need & sectors. It is primarily estimated that around one lakh youths can get employment per annum in various industries & service sector. Also due to connectivity with MSME Sector & Forty approved industry clusters, 25000 youths can start their own venture. Around 75000 youth can acquire jobs in organized sectors through competitive exams. Hence we can settle Two Lakhs youths per annum which means 10 lakhs dedicated youths in Five Years. Submission: - (1) BARTI � Could be unique platform to implement this programme for five years. Because industry needs responsible agency under the control of Govt for implementing the programme under PPP Mode. (2) Also we can take the opportunities of CSR funding of industry through BARTI to implement innovative & Pilot Projects in District like osmaanabad 9) Shri Vilas Wanshiv mentioned activities of Dhamma prachar in Pune and called upon all DICs at least to ensure networking amongst Buddha Viharas in the district by creating proper data base of Viharas and to ensure that every Sunday ,intellectuals meet at designated Viharas. Finally, Shri Ratnakar Gaikwad assured all present about putting proper and effective mechanism in place to ensure follow up of decisions taken and also expected active and willing participation of all concerned in order to fulfil the mission of Babasaheb. - Sitaram Gaikwad Member- Secretary & Dhammasevak
