With a cap in place for four years there is no justification to continue installing meters first. The money should instead be used to fix the 49% of water leaking from the mains, replacing lead pipes, treating cryptosporidium, and upgrading sewage systems. Meters can wait (maybe even take up Siemens on their offer now). With the caps there is no incentive for conservation so yet again the government has proven that Irish Water Ltd is simply a vehicle for generating revenue to pay off the national debt (Not Our Debt). In the meantime Local Authorities continue to work for Irish Water Ltd with Service Level Agreements (SLAs) that last decades - doing the same work theyve always done (albeit badly). The Local Property Tax and the National Pension Fund have been plundered to pay for a super-quango (it no longer has the power to demand PPS numbers) that is basically collecting data and sending out bills which we know will explode out of all proportions by 2019.
