like most other people, paypal could not do anything for me as my purchase was over 45 days ago. i called barclays (used a barclays debit card directly to the dash tickets paypal as a guest rather than using my actual paypal account) and explained and they have said they will send me a form which i will have to attach proof of the events cancellation to + send back + they will open up the claim. no idea how long any of it will take but at least its something, just adding my version of it here for anyone who might find it helpful
