seacoastonline/articles/20140325-OPINION-403250340 March 25, 2014 2:00 AM To the Editor: Id like to express my sincere gratitude to our local state representatives serving in Concord for supporting House Bill 1282, a bill to protect consumers who pre-pay for their heating oil or propane to heat their homes. Between October 2012 and February of this year the average price of heating oil and kerosene has risen 50 cents a gallon. Those that use propane, however, have seen the price increase from $2.95 a gallon to $3.76 a gallon. Managing these rapid price increases becomes critical to residents that have payment plans and those that pre-pay for heating fuel, particularly those on fixed or limited incomes. The legislation ensures that money prepaid to a dealer would be safeguarded and not have customers left out in the cold, as happened in Exeter several years ago and elsewhere in New Hampshire more recently. Pre-payment contracts would be standardized in format with all fees and charges clearly spelled out to the consumer. In particular, Id like to recognize Representative Donna Schlachman for her tireless efforts and the other members of the Commerce and Consumer Affairs Committee for their work in getting this important legislation passed by the House. The bill will be forwarded to the N.H. Senate for consideration in several weeks. Don Woodward Exeter
