simplistic solution: eliminate any and all immigration requirements for all countries and all nationalities - eliminate the departments responsible for the monitoring and administration of all immigration activities; and while we are at it we can save even more by eliminating the departments that administer things like passports, and citizenship - if we have all these people coming in why have any sort of citizenship process - its not needed - hell lets eliminate the entire voter process and send absentee ballots to any one who requests them from anywhere in the world. Think of all the money would could save!
