#someonetellkenyans# Before we get over our heads blaming President Uhuru and his deputy William Ruto, have we considered some basic truths: 1) Flashback 2010- the Civil Society were all over the place campaigning for the new order- that was to create a TOTALLY independent Police Force- that was not supposed to take orders from ANYBODY. Kenyans voted for that. Now how can we start complaining when we voted for that new system. 2) Parliament just passed the National Police Service Amendment Bill that will give the President more say on Police Matters last week. At least, it shows that President Uhuru has taken steps to rectify the anomaly- though the procedure of removing the Inspector General is still protected by the Constitution. The Constitutional Provisions coupled with an activist Judiciary make it very difficult for President Uhuru to fire IG Kimaiyo. This is not 2004 when Kibaki woke up one morning and fired Nyaseda, and replaced him with Hussein Ali: President Uhuru does not have the freedom- thanks to the Civil Society, and Kenyans that voted for the Katiba. 3) It is very ironical that those that were shouting loudest that the President should NEVER have a say on Police matters in 2010, are the one shouting loudest about insecurity. That is what you get in believing some naive lawyers, and a couple of paid up activists to write a constitution for you- just look at the mess in the devolved health sector to confirm how daft the draft was. 4) Security Transitions in democracies usually take between 12 to 18 months. Unless there was a Coup- it was not logical for President Uhuru to take the Oath of Office on April 9th- and then sack all security chiefs on April 10th 2013. Check all over the world. Even when Kibaki had the powers, he took long to make changes to his security. Check this out- Between 2003 and 2004- the Kibaki system sacked nearly all Kalenjins in top positions- but NEVER touched head of Intelligence Boinet- a Kalenjin until his tenure ended in 2006. Uhuru and Ruto have just been in power for slightly more than 12 months- and you expect them to effect RADICAL changes- in the context of a crazy constitution. This is what we should do: 1) Demand for changes in the unworkable civil society laws on security: Let the Laws be changed to give the Presidency TOTAL control of the Security system- then Give him 100% BLAME should the security system FAIL. You tweet, you can shout all you want- but the current constitutional framework does not give the President ALL the powers he needs to effect changes and replace an incompetent Inspector General. 2) Ask our MPs to create enabling laws that will give the Metropolitan Unit of the KDF to operate and interact with the Public: The Special Unit was created by President Uhuru to tackle Drug Barons and Terrorism. This is due to the fact that very very very few Kenyans trust the Kenya Police- as is currently constituted. This has impeded the sharing of information since very few Kenyans can walk into a Police Station to report terror. The Metropolitan Unit will give fresh opportunity for intelligence gathering- and we will all be surprised at how much Kenyans know. Terrorists will not have it easy. 3)Take steps to create a better Kenya by demanding that unworkable laws and systems that were created by naive the civil society be changed. 4) Pray- and stop complaining.
