Cost of program is covered by the financial system because they have benefit the most in the past and will well into the future. Other necessary funds come from cuts in defense spending. This program is a debt reduction in the short run for consumers, it restores confidence in government and improves quality of life. The second part of long term success is with full funding of education from birth to higher education, combined with the implementation of the health care exchange as it is described in HR- 3962,
